Assumption: if RP OS desktop runs ALSA sound system, then I suspect that the information below, found in the KODI forum may provide the reason for playback audio working on KODI and not on VLC player, i.e. ALSA only provides single audio output for one application.

ALSA is the base system, it provides also all the audio driver. It has the big disadvantage, that it does not allow multiple applications to connect to one audio output, which is a problem in Desktop environments'.
I solved the problem by uninstalling RP OS desktop and installing Libreelec. I only use the RP i5 to play movies and this application works just fine.
