Troubleshooting • New RPI 3B+ won't connect wired via POE

I have a 3B+ one a POE network monitoring my generator through genmon. A nearby lightning strike killed the original 3B+. I replaced the RPI with a newer model and upgraded the OS to Bookworm via full install. The new RPI works fine in my LAN. When I connect it through a POE connection to the generator it powers up but the wired connection won't connect. Wireless works. Some points:

1) If I keep the RPI powered from the injector but swap the ethernet cable to one connected to the same switch the injector is connected to, it will connect.
2) I tried disabling the WIFI but that didn't help.
3) the POE injector and splitters are brand new. I am not using the POE HAT.
4) an older RPI runnning Buster OS will connect over the POE network.
5) the older RPI running Bookworm will not connect over the POE network. It will connect if I bypass the POE network,
5a) 5) is true if I use the newer RPI.
6) The newer RPI will not boot the Buster OS (which is why I installed Bookworm).

What might be causing this and how do I fix it?

I might be able to use wireless but the generator may be too far away from the AP. The wired connection should work anyway.
