Troubleshooting • Raspberry Pi 5 - How to Fix The Red Light of Death? (Solid Red Light)

My other 5's work fine with same power supplies (tried multiple supplies). I removed all connections including the SD card to see if it entered diagnostic mode; it doesn't. Here's a video of the status LEDs

Led Status Lights do not match anything on the stickied thread in the Pi troubleshoot forums.

Here's what I've tried:
  • Confirmed all PSU I've used work on an alternate Pi 5, they do.
    Flashing the EEPROM via the SD Card
    Powering the PI with no peripherals connected, nothing,
    Plugged in an HDMI cable only to enter debug screen, no signal. (It did seem like when I powered it on the TV brightened, but no image at all. Would need to double check this the brightening to confirm.)
    Powering with WaveShare PoE Hat, didn't change the status LEDs.
Is there a non-sdcard way to reflash the eeprom? I don't have a way to connect an m.2 pcie device.
