The link you provided did not show any information about power requirements.
It is possible the SSD device requires more power than the Pi is able to supply. The Pi 4 can supply a total of 1.2A shared across the USB connections. If the device requires more than 1.2A power, you would need to use a USB hub with a separate power supply.
